On January 4, 2025, the New York State Police in Painted Post announced the arrest of parole absconder Todd A. Speicher. The arrest followed an anonymous tip that led law enforcement to East Second Street in the city of Corning.
Speicher, age 39, was confirmed to have had an active arrest warrant for violating his conditional release issued by the New York State Department of Community Corrections. In response, SP Painted Post troopers, alongside officers from the Corning Police Department, located Speicher exiting the residence and walking down the sidewalk. Upon spotting law enforcement, Speicher fled on foot, running north along Canisteo Street and then west onto East Second Street. Despite police orders to stop, Speicher continued his flight until nearby officers apprehended him.
Subsequent to arrest, law enforcement discovered that Speicher was in possession of a switchblade, approximately 1.8 grams of suspected methamphetamine, and several pipes containing burnt residue.
Speicher was charged with Criminal Possession of a Weapon 3rd (D Felony), Criminal Possession of a Controlled Substance 7th (A Misdemeanor), Resisting Arrest (A Misdemeanor), Obstruction of Governmental Administration 2nd (A Misdemeanor). He was taken to Steuben County Jail for CAP arraignment.
