
The New York State Police, in collaboration with multiple law enforcement agencies, executed search warrants on March 18, 2025, resulting in the arrest of two individuals and the seizure of 33 firearms, ammunition, and other contraband.
The investigation began on February 24, 2025, when Troopers assigned to SP Watertown discovered that Guy J. Plumb was in possession of an illegal revolver. Further investigation by the Counter Terrorism Intelligence Unit (CTIU)-North determined that Plumb did not possess a valid New York State Pistol Permit.
Members of the Troop D Community Stabilization Unit (CSU) conducted follow-up interviews and gathered additional intelligence, which indicated that both Plumb and his father, Timothy D. Plumb, were in possession of illegal firearms without proper permits.
Search warrants were executed at two locations with the assistance of Troop D VGNET Syracuse/Utica, CTIU-North, Troop D-Zone 3 BCI, Troop D-Zone 3 Uniform Patrol, the Jefferson County Sheriff’s Department, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF).
Seized Items:
46381 Barnes Settlement Road:
Multiple boxes of dangerous fireworks.
Two Kung Fu stars.
Numerous rounds of ammunition in various calibers.
Three long guns.
Two deceased canines were intentionally shot and killed by Guy Plumb, as determined by the investigation.
24480 Swan Hollow Road:
.22 caliber converted assault weapon (semi-automatic rifle with a detachable magazine, pistol grip, and collapsible buttstock).
Eight long guns.
Numerous rounds of ammunition.
25955 State Route 26:
5 loaded revolvers, 1 pistol.
Numerous rounds of ammunition.
Fifteen long guns.
Arrests and Charges:
Guy J. Plumb, age 28 from Redwood, NY was arrested and charged with:
Criminal Sale of a Firearm 2nd, – Class C Felony.
Criminal Possession of a Firearm (2 counts) – Class E Felony.
Criminal Sale of a Semiautomatic Rifle – Class E Felony.
Criminal Possession of a Weapon 4th – Class A Misdemeanor.
Conspiracy 5th – Class A Misdemeanor.
Unlawful Dealing with Fireworks and Dangerous Fireworks – Violation.
Aggravated Cruelty to Animals (2 counts) – Class E Felony.
Timothy D. Plumb, age 52 from Plessis, NY was arrested and charged with:
Criminal Possession of a Weapon 2nd (7 counts) – Class C Felony.
Criminal Possession of a Firearm (6 counts) – Class E Felony.
Both individuals were transported to the Jefferson County Public Safety Building for centralized arraignment.
This case was conducted in conjunction with the ATF and the Jefferson County Sheriff’s Department. A necropsy on the deceased canines will be conducted at a later date. The New York State Police Community Stabilization Unit remains committed to investigating narcotics, firearms, and human trafficking offenses.
